Waste. KPN should just make agreements with those who have already provided infrastructure. Opening up streets for unnecessary things and not opening them up for necessary things is bizarre.

Want to make KPN appointments? You know that this can and will frustrate other fiber optic infrastructures? KPN has started construction again because they felt the competition from ODF and Delta in their neck. If KPN only has to make agreements, you will only get really undesirable situations.
