For example, the cabinet wants to ensure that households have a lower energy bill from November.

Price ceiling

This is in addition to the fixed energy rates that will apply from 1 January. A price ceiling will then apply to energy for all households. For gas, the maximum rate is 1.45 euros per cubic meter up to a consumption of 1200 cubic meters. For electricity, the maximum rate will be reduced to EUR 0.40 per kWh and the maximum consumption will be increased to 2900 kWh.

For energy consumption above that ceiling, households pay the rate as in the energy contract.

2500 euro advantage

The cabinet hopes that the incentive to save energy will continue to exist. According to the cabinet, a household with a median consumption will benefit from the price ceiling by a total of about 2500 euros next year.

Households connected to a heat network will also benefit from the price ceiling. The rate will be linked to the price ceiling for gas and will be EUR 47.39 per gigajoule of heat. The consumption up to which the price ceiling applies and how it is implemented will be further elaborated in the coming period.

More than 23 billion euros

Because the price ceiling does not fit well with households that use block heating, where several households are behind one connection, the government is also investigating whether there are possibilities to support them to the same extent.

The total cost of these schemes depends on energy price developments, but is now estimated at around EUR 23.5 billion. The discount in November and December will cost the cabinet 2.6 billion via a subsidy to the energy companies.

‘More money ends up with people who don’t need it’

Political reporter Marieke van de Zilver: “The cabinet has considerably increased the price ceiling compared to the previous plans. The hope is that people who already no longer use gas, for example because they have become more sustainable, will also be helped. that even more money ends up with people who don’t actually need it. That applies even more to the 190 euros that households receive as a discount in November and December: that also ends up with people who pay less.”

“But because it was decided so late to introduce a price ceiling, a scheme that was better geared to only households that really needed it, was simply no longer possible. That with the scheme ultimately resulted in the enormous amount of 23.5 billion euros is involved, the cabinet is taking it into the bargain.”
