The Netherlands will become a host country for the institution that must ensure that the damage caused by the war in Ukraine is compensated. Ukrainians can initially only report damage to their homes. It is not certain whether they will also see money.

At a conference at the World Forum in The Hague, which focused on justice for Ukraine, the 44 represented countries agreed to a Dutch proposal on Tuesday.

Outgoing Minister Hanke Bruins Slot (Foreign Affairs) said at the closing press conference that the Netherlands will host “under certain conditions”. One of those conditions is that there is a “clear legal framework” for the “compensation mechanism”.

During the conference, the register was opened in which Ukrainians can report their damages. So initially they can only report damage to houses. According to Bruins Slot, more than a hundred damage reports were made on the first day. According to the minister, that number is growing by the hour.

It is not yet clear how the compensation will be paid. Bruins Slot suggested earlier on Tuesday to use the frozen Russian assets for this purpose. The conference participants agreed to explore this option.

Also compensation for damage caused by injury

The compensation mechanism must ensure that Ukrainians receive compensation for their damages. This should not only concern material damage to, for example, a home, but also damage suffered as a result of an injury. People can submit applications and they will be approved or rejected by this institution.

The United Nations General Assembly has previously called for the establishment of such a mechanism.

At the end of the conference, Bruins Slot also announced that the Netherlands is sending 10 million euros to Ukraine. That amount comes from a previously reserved budget and can be spent on investigating crimes and prosecuting the perpetrators.
