The number of reports of discrimination in the Northern Netherlands has increased in the past year. This is evident from figures from the Discrimination Monitor 2023. This consists of figures from the 3 Northern Netherlands reporting points, the police and the Human Rights Council (CRM). Reported incidents: at reporting points from 559 to 601, at police from 529 to 639 and at CRM from 37 to 39. Total: 1,125 in 2022 to 1,279 last year.

Racism, discrimination on the basis of origin and skin color, is once again the most frequently reported ground of discrimination at the reporting points in the Northern Netherlands.

Racism

Almost half (49 percent) of the reports in the Northern Netherlands related to racism. The majority of reports to the police also related to racism. This trend of racism as the most commonly reported ground of discrimination has continued both in the past year and in 2022.

Disability/chronic illness

The number of reports about disability/chronic illness (59 reports) at the reporting points was lower than the previous year, with a decrease of 7 percent. This decline was stronger in Drenthe. The number of notifications based on disability/chronic illness went from 19 in 2022 to 11 in 2023. This is contrary to the trend of previous years in which notifications based on disability/chronic illness increased every year since the entry into force of the 2016 UN Convention. Discrimination on the grounds of disability/chronic illness is hardly reported to the police (2 percent).

Job market

The most common area in 2023 was discrimination in the labor market. The hotlines received 117 reports about this. Discrimination in the labor market takes many forms. Losing your job because you are pregnant, not being invited for a job interview because you do not have a Dutch surname or being verbally abused in the workplace because of your sexuality. Labor market discrimination has a major impact. It not only affects the well-being of the individual, but also income security.

Common reporting system

2023 was a year in which important progress was made for the Hotlines. A lot of work has been done to establish a common reporting system and uniform naming throughout the Netherlands. Since January this year, all Dutch citizens have access to 1 central reporting point, 1 single telephone number and 1 centralized website to report discrimination. This new approach simplifies and improves access to discrimination reports for all citizens. The reporter is automatically forwarded to the regional reporting center via the national reporting point Discriminatie.nl.

Number of reports by residents of the municipality to the anti-discrimination facilities, reports of an incident in the municipality to one of the anti-discrimination facilities, registered discrimination incidents with the police and the total per municipality:

Groningen: 152 – 120 – 147 – 419; Central Groningen: 17 – 10 – 10 – 37; Oldambt: 9 – 8 – 16 – 33; Westerwolde: 7 – 10 – 16 – 33; Veendam: 9 – 11 – 10 – 30; Eems Delta: 9 – 6 – 14 – 29; Het Hogeland: 12 – 7 – 9 – 28; Stadskanaal: 6 – 3 – 76 – 16 and Pekela: 1 – 1 – 2 – 4. Westerkwartier is not affiliated with the Discrimination Reporting Center Groningen.
