The Human Environment and Transport Inspectorate (ILT) recently carried out both road and company inspections in the East Gelderland region to check the transport of hazardous substances by road. A total of 27 vehicles were inspected, and an official report (PV) was drawn up twice. In addition, the ILT visited 23 companies unannounced; A report was drawn up twice, 12 warnings were given and 3 ready loads were blocked for transport.

Official reports for risky transport

A total of 27 vehicles were inspected during the road inspections. For a tanker that was empty but not yet cleaned of a corrosive liquid, a report was drawn up for the fact that the driver did not have a complete transport document. The nearest valve on the vapor return line was also open, which created a dangerous situation. In addition, there was not enough space between the last valve of the discharge pipe and the buffer beam, approximately 2 centimeters, while it should be at least 10 centimeters.

In another vehicle that was transporting old batteries in plastic containers, inspectors noticed that the batteries were protruding above the edges of the containers. The bins were also missing the class 8 label and the ‘environmentally hazardous’ mark. A PV has been drawn up for this. In addition, warnings were given for the lack of indication of the closing direction of the valves of a tank container, failure to secure the orange sign, incorrect stowage and incomplete equipment.

Transport blocked at 3 companies

Various violations were found at the 23 companies that the ILT visited unannounced. For example, 2 companies received a PV because no ADR safety advisor had been appointed. A warning was given 9 times because the staff was not trained or insufficiently trained and 3 times were warned for incorrect labeling and labeling of packaging. The ILT has blocked shipments of hazardous substances for transport at 3 companies. These shipments first had to be adjusted to the applicable regulations before transport could start.

About supervision by the ILT

The ILT supervises the transport of hazardous substances by road: the transport itself, loading and unloading and the packaging method. With its supervision, the inspectorate wants to contribute to ensuring that transport causes as little danger and damage as possible to people, animals and the environment.

Various parties are responsible for the road transport of hazardous substances, such as the sender, carrier, filler, packer and unloader. They each have their own safety duties. These are included in the ADR, the international agreement for the transport of dangerous goods by road. The sender is responsible, among other things, for the correct classification of the hazardous substances and for providing the information about the hazardous substances to be transported to the other parties. The carrier must ensure that a driver has the correct knowledge and that a transport document is drawn up. Together with the other parties, they guarantee safe driving and loading and unloading of these substances.
