State Secretaries of Finance Van Rij and De Vries inform the House of Representatives about the status of the (faster) implementation of the collection strategy as promised in the letter to Parliament of February 9, 2024, UN 2024/12.18.
The principles for the collection strategy are:

a person-oriented approach;
- •.
encouraging citizens to pay themselves;
- •.
prevention of problem debts;
- •.
guaranteeing the minimum subsistence; and
- •.
coercive collection measures as a last resort.
A number of measures regarding the collection strategy are currently being implemented. In this respect:

strengthening the Stella team so that citizens with urgent and complex problems are helped more quickly;
- •.
insight into debt positions via an online portal (Overview of Payments and Receipts);
- •.
the pilot Early detection of (financial) problems;
- •.
collaboration with programs such as NSR/Geldfit and debt junction.
The following five measures are planned for January 1, 2025:

Expanding the free payment reminder;
- •.
Point out the costs of reminders and writs in advance;
- •.
Remission of motor vehicle tax becomes possible;
- •.
Exemption for private individuals from the non-excessive part of a pension provision;
- •.
Payment arrangements for (excess value) illiquid assets;
An assessment of the mass collection process over the period May 2022 to November 2023 shows that approximately 98% of the total tax debt is paid on time and the collection process is effective. In October 2024, the House will be informed again about the status of the collection strategies of the Tax Authorities and the Benefits Service.
