The United States has seen gross violations of the human rights of Palestinians by five units of the Israeli army. This concerns abuses that took place in the occupied West Bank before the conflict between Israel and Hamas broke out last October.
In the late 1990s, US Senator Patrick Leahy drafted laws prohibiting the provision of military assistance to individuals or security forces who violate human rights (and have not been brought to justice for this).
The State Department spokesperson declined to provide details of human rights violations in the occupied West Bank. He also declined to say which units were involved.
“Effective” intervention and “corrective” measures have been taken in four of the five units. The ministry spokesperson did not want to say exactly what these measures are.
In any case, the possibility of American sanctions has been removed by taking those measures, the US State Department says. A sanction would, for example, be the cessation of American arms sales to the units.
Discussions about the fifth army unit are ongoing between the Israeli and American governments. Israel provided additional information about that unit.
