Why do we need you?
We want Groningen to be an attractive province, where business, living, working and recreation are good. To achieve this, we strive for a clean (toxic-free), healthy, nuisance-free, safe, sustainable and livable environment for all Groningen residents. There is currently a lot going on in the field of external safety: Modernization of environmental safety, the energy transition with a major impact on external safety (storage and transport of hydrogen, ammonia, etc.) and large-scale area development. We want to achieve major environmental and health benefits, especially in the field of energy transition and greening chemistry.

The major challenges facing Groningen require proper implementation of both legislation and regulations as well as administrative priorities. To achieve this, we develop and implement policy for complex facilities and for improving external safety. An important part of this is the management of external safety in our province. Are you the person who can strengthen our team in this area?

What are you going to do?
You are busy formulating strategic and tactical policy in the field of external security and providing advice on this to colleagues and external agencies. You do this within various projects, such as the implementation of energy transition tasks.

As a Senior External Safety Policy Officer, you are also involved in the following activities:

  • Advising the Provincial Executive on external security at both policy and dossier level and answering Parliament questions, motions and carrying out administrative assignments;
  • Point of contact within the organization, keeping track of European, national and local developments and legislation and maintaining internal and external network;
  • Assessing the external safety aspect in spatial plans;
  • Implementation of measures from the Environmental Program in the field of external safety;
  • Preparing portfolio holder meetings and council proposals;
  • Input of external safety into spatial tasks, area visions, environmental vision, environmental regulations, policy programs and administratively sensitive files;
  • Setting up a regional external safety knowledge network.

Where are you going to work?
You are part of the Environment team, we are responsible, among other things, for drawing up, implementing and monitoring the policy in the field of external safety.

In addition, you work from the Environment basic team for the Licensing, Supervision and Enforcement implementation team. During the implementation, you work closely with the employee and the external safety project leader.

What are you bringing?
You are able to translate administrative priorities into implementation and place the signals from implementation on the agenda within the policy cycle. That is why we are looking for someone who takes the initiative, who can work well independently as well as in a team and has good communication skills. You are creative within the given frameworks and you have a good feeling for administrative and political decision-making processes.

We are looking for a professional with:

  • HBO/WO working and thinking level
  • At least 5 years of work experience in a government or consultancy service in the field of external security;
  • Knowledge of external safety and complex facilities in the context of the Environmental Act;
  • Preferably an existing network in the field of external security.

  • A temporary employment contract for one year and, if functioning well, a permanent employment contract;

  • A salary between €3,935.54 and €5,564.56 gross per month (job scale 11) with full-time employment. You will be classified depending on your knowledge and experience;
  • On top of your salary you will receive 22.37% Individual Choice Budget (IKB);
  • Compensation for commuting of 75%, bicycle allowance or lease bicycle;
  • Flexible working hours where it is also possible to work outside 9 to 5 and to work partly from home;
  • Vitality plan where you can receive a compensation of €150 per year for your sports subscription;
  • The possibility to work (partly) from home.

You will also receive a personal budget for sustainable employability of €5,000 to be used within 5 years. This allows you to follow training or courses or promote your sustainable employability.
