What are you going to do?
You are the link between colleagues in our web team, our spokespersons and the communication advisors of the projects and programs. You ensure coherence in all our communications and help to make the work of the province visible. You do this with three other senior communications advisors from the team.

You are responsible for the communication themes of nature, agriculture, nitrogen, water and soil. Important programs in this regard are the Utrecht Rural Area Program and the Area-oriented Approach to Rural Areas in conjunction with the Vital Countryside Agenda. The communication for these tasks focuses on the major challenges in rural areas that we tackle together with our partners.

You are responsible for the development and implementation of the communication strategy and guide colleagues in this. You have an initiating, coordinating and inspiring role in this. You are the driving force and focus on the content, quality, coherence and results of communication.

You provide advice to and guide colleagues responsible for content with their communication tasks. As a senior communications advisor, you maintain an overview and determine and monitor our long-term goals and strategies. In addition to these regular activities, you contribute to corporate projects or take a leading role. You have a broad vision in the field of government communication and follow developments. You do this with our corporate communications framework in mind.

You create strategic communication frames and communication plans, you write texts and you have visual material provided. You aim for effective communication that contributes to the ambitions for the themes of housing, mobility and economy. It is also your job to familiarize a wide audience with the work of the province on these topics.

You are responsible for, among others, the following activities:
• You advise on communication priorities within the assignments and you use proven approaches, such as communication frames, actor and factor analysis and communication research.
• You advise on communication strategy, planning and use of communication tools on the themes.
• You draw up a strategic communication frame for certain assignments and themes and translate this into a communication approach with communication tools, including budget.
• You ensure that this is carried out, partly you do this yourself, partly in collaboration with others.
• You join strategic working groups to advise on the use of communication and communicative interventions to achieve organizational goals.
• You are the coordinator of the communication consultation on the aforementioned tasks, in which you determine the prioritization, coherence and approach of communication together with all communication colleagues involved.
• You are responsible for the implementation, in close collaboration with internal colleagues or external producers.
• You keep track of all other communication that takes place based on the assignment and direct it.
• You participate in or coordinate corporate communication projects.

Who are we looking for?
You know how to bind people to you and have a natural power of persuasion that arouses enthusiasm among colleagues. You are a collaborator ‘pur sang’. You are analytical, you quickly master complex matter and you proactively provide well-founded advice based on a question or problem analysis. You know how to translate your advice into visible results.

You are a colleague with organizational sensitivity and you have a good sense of timing, tone of voice and humor. You have strong oral and written persuasive skills and are demonstrably capable of giving good advice and implementing it. You are well able to analyze the client’s question (the question behind the question). You can plan and organize well.

You are a communication person through and through, you have creative ideas and insight into the latest developments in the field of communication. Substantive assignments come to life for you and change from policy documents into appealing stories under your hands. You are environmentally aware and have a well-developed political/administrative antenna.

You think in images and you retrieve information from the organization to tell the story of the province of Utrecht, with beautiful examples. In addition, you are able to use your communicative expressions via multiple channels and serve multiple purposes. You continuously strive for quality and good reach of our corporate communications.

You are hands-on, flexible and work under high pressure where necessary. At the right moments you can take a step back, determine the big picture and connect with our long-term strategy. Experience with newsworthy storytelling and creating a strategic communication frame is a big advantage.

Job requirements:
• You have a university working and thinking level.
• You have completed training at a minimum university bachelor’s level.
• You have excellent advisory skills and demonstrable at least 7 years of experience in government communications, preferably in a political-administrative environment.
• You have demonstrably several years of experience working with a strategic communication frame and strategic communication plans.
• You have demonstrably several years of experience in developing communication policy and tools for corporate communication in government.
• Knowledge of and experience with communication research is an advantage.
• Knowledge of and experience with environmental communication in connection with monitoring and social media is an advantage.

In addition to challenging work and great colleagues, we offer you:

• a temporary employment contract of one year for 36 hours per week with the prospect of employment for an indefinite period;
• a salary of a minimum of €4,466.67 to a maximum of €6,323.27 gross per month based on full-time employment of 40 hours per week (scale level 12); This does not include the collective labor agreement increase from 2024.
• an Individual Choice Budget of 22.37% on top of your monthly salary, which you can choose when it is paid out;
• 18 days of vacation and a generous ATV scheme with a maximum of 25.5 additional days off based on full-time employment;
• good pension accrual;
• a personal development budget of €5,000 per five years;
• the opportunity to develop yourself through the course offerings at the Utrecht Academy.
