The KNVB wants to test new rules in the Kitchen Champion Division in the 2023-2024 season as a pilot. This is what Jan Dirk van der Zee, director of amateur football, writes in his column on the association’s website.
It concerns the following proposals: a throw-in becomes a kick-in, dribbling is allowed on a free kick, there is a 5-minute penalty, unlimited substitutions are allowed, the pure playing time is introduced.
“Recently, KNVB officials updated UEFA and FIFA about changes in the rules of the game, which have been tested in the Netherlands since 2017 in amateur football and in tournament form at the promise teams of professional football organizations,” says Van der Zee.
,,Changes that should make the game faster, sportier, fairer and more attractive. The aim is to realize a pilot for the Kitchen Champion Division in the 2023-2024 season. In this, the adjustments will be tested in consultation with the clubs and the International Football Association Board (IFAB).

Van der Zee does not yet dare to say whether the pilot will actually come to fruition. “If you come into football with these kinds of ideas and want to innovate, you will have to deal with two kinds of fans: the football romantic, who prefers to leave everything as it is and is guided by nostalgia and sentiment, and the football fan who is open for changes to make the game more attractive and fairer.”
,,The football romantic in particular is recognizable in UEFA and FIFA, who are known to have a tendency to go with their heels in the sand when changes are made. That is why there will still have to be a lot of lobbying before the pilot can start in the Kitchen Champion Division.”
