We were unable to conclude the collective labor agreement consultation at UWV on Thursday, April 25, with an agreement. That’s too bad. A lot of work has been done and we achieved improvements in the final phase of the consultation on April 24 and 25, 2024. Do you want to know more? Why is there no negotiation result?
The Union had received a clear assignment for collective labor agreement negotiations from its members.
The most important points were: short term and at least inflation correction. UWV’s final offer does not meet this lower limit.
UWV proposes the following:
- a term of 15 months (May 1, 2024 to July 31, 2025)
- a salary increase of 5.5% to be paid as of June 1, 2024.
It is considerably better than UWV’s previous offer. But this is not enough to keep up with inflation. And the duration is just too long. For this reason, De Unie cannot conclude a negotiating agreement with UWV.
Just a reminder: we did not fully compensate for inflation in the 2023 UWV collective labor agreement, trade unions immediately made it clear that we wanted to make up for the missed indexation in 2024. In July 2023, trade unions jointly organized a successful signature campaign (statements of support) with which we reminded UWV of this position. The Union calculated that we need a 6% salary increase for a 12-month collective labor agreement to keep up with inflation.
Do vote
We would like to submit the final offer to the members for a vote. UWV has included more proposals in the final offer, such as the option to use the optional budget to pay off student debt. We think it is important that the members of De Unie can make their own decisions about this. The other trade unions have also decided to submit the final offer to their members.
Voting procedure
Members of De Unie with a Complete or extra membership will soon receive a voting form. The Union asks members to make their own decision. The decision of a majority of the members is followed by De Unie.

Consequences
If this final offer is rejected by the members of all four trade unions, collective labor agreement consultations must be resumed. It is then UWV’s turn to respond to the signal from the employees. If she does not want to make any adjustments to the final offer at the negotiating table, you will start a process of an ultimatum and possible actions. Members will have to take action for this.
If one or more trade unions receive a positive statement from the members, a collective labor agreement will be concluded along the lines of UWV’s final offer.
