Not only do you work on complex legal issues, but as a Data Lawyer (also known as Woo lawyer) at the municipality of Utrecht you also contribute to a transparent government and direct services to residents. This is your job
As a Data Lawyer in our team, you will have a challenging role in which you handle a wide range of legal issues. You are responsible for coordinating complex Woo requests and handle objections in various areas, including bicycle removal, waste removal, charging stations and parking permits. Your tasks include:

  • Coordinate the Woo research and answer questions from information seekers.
  • Screening information for exceptional grounds and drawing up Woo decisions.
  • Hearing objectors and drawing up decisions on objections.
  • Supervising requests for access to non-public documents.
  • Acting as a defendant in appeal proceedings before the District Court and the Administrative Jurisdiction Division of the Council of State.
  • Reviewing decisions drawn up by legal staff and contributing to process improvements and knowledge sharing within the team.

At the municipality of Utrecht we think it is important that you can be yourself. That’s why we’re curious about who you are. The following points are important for this vacancy:

  • You have an HBO/WO working and thinking level, for example by following a HBO Law study or a university course in Dutch law.
  • You have at least 5 years of work experience in a legal position in the government, where you have handled objections and appeals and/or have experience with the Open Government Act (or its predecessor, the Public Access to Government Act).
  • Experience in a political-administrative context is essential, and you can deal well with conflicts of interest and considerations that come with it.
  • You are well organized and can structure a large number of documents.

  • A 32 to 36-hour working week with a gross monthly salary between €3,558 and €5,247 based on 36 hours (scale 10). We tailor the exact amount to your knowledge and experience.
  • An employment contract for a period of 1 year with a trial period of 1 month, with the option of converting to an employment contract for an indefinite period.
  • An Individual Choice Budget (IKB) of 17.05% of your salary. You choose what you do with this budget. For example, buy extra leave, holiday pay, end-of-year bonus, have everything paid out once a year.
  • Plenty of room for personal development and various courses and training.
  • You can work hybrid: we work together partly at the office and partly at home. Of course we ensure that you also have a good workplace at home. Including laptop, desk and office chair.
