In principle, these are not special profiles, they are simply the profiles that Intel always offered for these CPUs (and also the same as the specs that Intel advertised). However, those profiles were never enforced by Intel and so motherboard manufacturers went (much) further to get more performance out of them (at the expense of more consumption).

In principle, the CPUs do not work slower than Intel put them on the market, or slower than Intel ever promised. However, they may soon run slower than when used on a motherboard that previously did not follow these profiles (almost all high-end motherboards), after all, those boards achieved more performance than what Intel advertised in its spec sheets.

Which is basically a good thing, after all, as a consumer you expect to buy a CPU that consumes a maximum of 253W, not a CPU that consumes 300+ watts out of the box, in some cases even closer to 400W because the motherboard does something other than that the consumer can expect based on the specifications of the CPU.
